a promotional video circa 1996 for Japan's famous television star, Shinohara Tomoe. The song was used as the opening title for the Anime, "Kodomo no Omocha" -second season in Japan.

Shinohara Tomoe is is a Japanese singer, actress, fashion designer, producer and artist. She is notable for her flamboyant fashion sense and bubbly (sometimes goofballish) personality, as well her trademark squealing speaking voice.
